You take in a smaller, underdeveloped country as an ally and your biggest enemy does the same. While he doesn't have many props, he does have access to air units, which will be quite effective against air units. Now a tougher decision: will you take all available props and leave your ally begging for cash, making yourself powerful but him extremely vulnerable? Or will you let him take them all, and become suitable to take down the enemy without much support?
